The 4 Cs: A Framework for Auditing Your Impact Measurement & Reporting Tech Stack
Most organizations don't have a tools problem. They have a systems problem.
The survey tool works fine. The spreadsheet does what spreadsheets do. The reporting template gets the job done, mostly. But somewhere between collecting data and communicating impact, things fall apart. Exports get pasted manually into other files. Metrics mean different things across programs, grantees, or portfolio companies. Reports take three weeks to pull together and one very tired person to hold it all together.
This isn't a technology failure. It's a systems failure. And the first step to fixing it isn't buying something new. It's understanding where your current setup is actually breaking down.
That's what the 4 Cs Audit Framework is designed to do.
What Is the 4 Cs Framework?
The 4 Cs is a simple diagnostic tool for evaluating your impact measurement tech stack across four dimensions: Coverage, Consistency, Connectivity, and Capacity. Each one surfaces a different kind of gap, and together they give you a complete picture of where your system is working and where it isn't.
Think of it less like a technology audit and more like a health checkup. You're not looking for what's broken. You're looking for what's quietly creating risk.
C #1: Coverage
The question: Are you capturing the data you actually need?
Coverage is the most fundamental question. It asks whether your current tools and processes are collecting data that maps to your theory of change or investment thesis, not just data that's easy to collect.
Common coverage gaps include tracking outputs without outcomes (you know how many people participated in a program or how many portfolio companies hit a milestone, but not whether it moved the needle on anything that matters), relying entirely on quantitative metrics without any qualitative voice from the people or communities you're trying to serve, and inconsistent data collection across your programs, grantees, or portfolio where some report on ten indicators and others on two.
The diagnostic question to ask your team: If we had to demonstrate our impact to our most important stakeholder right now, what data would we wish we had?
C #2: Consistency
The question: Is data being collected the same way across your programs, grantees, or portfolio?
You might have great coverage on paper, collecting all the right data points, but if each program, grantee, or portfolio company is interpreting metrics differently, you can't aggregate or compare any of it meaningfully.
This is the data dictionary problem. Nobody has written down what a key indicator actually means, so one organization counts it one way and another counts it differently, and now your aggregate number is effectively useless. Survey questions change year over year. Definitions drift. And by the time you're trying to tell a cohesive impact story, the foundation isn't there to support it.
The diagnostic question: Could you aggregate data across your full portfolio, grantee base, or program set right now and stand behind that number publicly?
C #3: Connectivity
The question: Are your tools working as a system, or are you manually moving data between them?
The clearest sign of a connectivity gap is manual data movement. Someone on your team is regularly exporting a CSV from one tool and pasting it into another. It happens so routinely that it's just become part of the process.
The problem is twofold. First, it's slow and it burns out the people doing it. Second, every manual transfer is a chance for error. Data gets mis-formatted. Rows get dropped. Versions multiply. By the time a data point makes it into a report, it may have been touched four or five times by human hands.
The diagnostic question: How many times does a single data point get touched before it ends up in a report? If the answer is more than once, you have a connectivity gap worth addressing.
C #4: Capacity
The question: Can your team actually use these tools, or are they working around them?
This is the most human of the four dimensions. A tool nobody uses isn't just a wasted investment. It's worse than no tool at all, because it creates the illusion of a system without the function of one.
Capacity gaps show up as undocumented workarounds that have quietly become the real process. Tools adopted during a grant period or a system implementation and then quietly abandoned. And over-reliance on one person who holds all the institutional knowledge about how the data actually works.
The diagnostic question: If your main data person left tomorrow, could someone else step in and run your measurement process? If the answer is no, you have a capacity problem.
How to Use the Framework
Once you've run your stack through the 4 Cs, you'll likely find more than one gap. The next step is prioritization. Not every gap deserves equal attention right now. A simple way to think about it: plot each gap against two axes, how much impact would closing it have, and how much effort would it take. Start with the high-impact, lower-effort fixes. Build from there.
The goal isn't a perfect system overnight. It's a clearer picture of where your energy will have the most return.
